Sustainable development, climate and regions

To develop the necessary capacity to integrate climate, environmental and territorial issues into development policies, strategies and projects.

Area overview

Sustainable development is no longer a peripheral concern. It is now transforming investment decisions, production models, regional planning, the management of natural resources and the way in which institutions and businesses anticipate their long-term responsibilities.

Within this Area of Excellence, the IIRCF develops advanced expertise in sustainable development, climate governance, transition, resilience and territorial transformation. The Institute prepares professionals to integrate economic, social, environmental and institutional dimensions into the design of policies, strategies and projects.

The area covers, in particular, ESG governance, climate and decarbonisation strategies, adaptation, the circular economy, infrastructure resilience, water and food security, biodiversity, territorial planning, local development, the attractiveness of territories and urban transformation.

The IIRCF’s approach emphasises a systemic understanding of transitions: anticipating risks, managing trade-offs, strengthening resilience and ensuring that the region is a space where development, resources, infrastructure, populations and climate are in harmony.

Challenges and transformations

Climate change, pressure on natural resources, urbanisation, regional inequalities and the transformation of production systems are driving the need for new forms of decision-making. Organisations and regions must now strike a balance between economic development, social cohesion, environmental resilience and the sustainability of investments.

The challenge lies in the transition from commitment to actual transformation. Sustainability objectives may remain merely declarative unless they are translated into priorities, responsibilities, indicators, governance mechanisms and coherent investment decisions.

Regions are at the heart of this evolution. Cities, regions and rural areas must simultaneously anticipate the effects of climate change, infrastructure needs, mobility, demographic pressure, access to services, employment, food security and resource management. Resilience thus becomes as much an organisational capacity as an environmental response.

In this context, several issues are becoming crucial:

  • Sustainable development governance: integrating economic, social, environmental and institutional dimensions into decision-making and steering mechanisms.
  • Climate transition: transforming commitments into pathways for emissions reduction, adaptation and resilience that are compatible with economic and social realities.
  • Resilience of territories and infrastructure: anticipating shocks and strengthening the capacity of cities, regions and essential services to maintain their functions.
  • Spatial planning: coordinating data, foresight, investment, facilities and services within a coherent vision for local development.
  • Just transition: taking into account the social, occupational and territorial impacts of environmental and economic transformations.
  • Sustainable resource management: improving the governance of water, biodiversity, soil and food systems in a context of increasing vulnerability.
  • Transformation of economic models: developing approaches based on the circular economy, resource efficiency and sustainable value creation.
  • Measuring and ensuring the credibility of commitments: translating sustainability objectives into data, indicators, verifiable results and accountability mechanisms.
  • Regional attractiveness and cohesion: strengthening regions’ capacity to generate economic activity, attract investment and reduce spatial disparities.
  • Foresight and anticipation: preparing current decisions for long-term climate, demographic, technological and economic changes.

The central challenge is to chart development paths capable of combining transformation, resilience and equity, without dissociating the performance of organisations from the sustainability of the regions in which they operate.

Areas of expertise

The Area of Excellence ‘Sustainable Development, Climate and Territories’ covers the key levers for organising transitions, strengthening resilience and driving development at both organisational and territorial levels.

  • Sustainable development strategy and governance: integrating economic, social and environmental issues into policy directions, responsibilities and management mechanisms.
  • ESG governance and sustainable performance: organising the oversight of environmental, social and governance issues at the decision-making level.
  • Climate and decarbonisation strategies: developing pathways for emissions reduction, adaptation and transformation that are consistent with the organisation’s priorities.
  • Energy transition and just transition: steering the economic, social and institutional transformations linked to changes in energy systems.
  • Circular economy and transformation of production models: reducing dependence on resources, losses and waste by overhauling value creation models.
  • Climate adaptation and resilience: preparing organisations, infrastructure and regions for current and future climate impacts.
  • Disaster risks and continuity of essential services: anticipating shocks, preparing responses and safeguarding critical functions.
  • Territorial governance and decentralisation: clarifying responsibilities, ensuring multi-level coordination and strengthening the capacities of local authorities and executives.
  • Planning, assessment and territorial foresight: using economic, social, spatial and climate data to guide decisions and investments.
  • Local economic development and attractiveness: creating territorial environments conducive to business, employment, entrepreneurship and investment.
  • Urban governance and urban transformation: managing challenges related to urbanisation, services, infrastructure, mobility and urban resilience.
  • Water security, food systems and biodiversity: governance of the essential resources and systems on which economic, social and ecological resilience depends.
  • Sustainability performance and reporting: translating commitments into verifiable targets, indicators, data and outcomes.

These areas of expertise enable us to address transitions in their interdependence, linking governance, climate, resources, infrastructure and territorial dynamics.

Skills developed

Programmes in this field develop the skills needed to design sustainable development pathways, manage transitions and strengthen the resilience of organisations and regions.

  • Integrating sustainability into decision-making: linking economic, social, environmental and institutional issues to governance and planning choices.
  • Developing a climate strategy: defining targets, pathways, responsibilities and monitoring mechanisms for emissions reduction and adaptation.
  • Managing a transition: organising energy, economic or organisational transformations whilst taking into account their social and regional impacts.
  • Assessing climate risks: identifying physical, economic, regulatory and operational vulnerabilities that may affect activities or regions.
  • Building resilience: designing measures to maintain essential functions, reduce vulnerabilities and improve recovery capacity.
  • Conducting a territorial assessment: utilising demographic, economic, social, spatial and environmental data to inform development decisions.
  • Planning territorial development: translating a vision into priorities, investments, programmes, services and measurable outcomes.
  • Structuring a local development policy: taking action on economic activity, employment, attractiveness, entrepreneurship and territorial ecosystems.
  • Managing natural resources: assessing trade-offs relating to water, food systems, biodiversity and strategic resources.
  • Designing more circular models: identifying ways to reduce waste, recover resources and transform production methods.
  • Measuring sustainability performance: developing indicators, organising data collection and reporting results credibly.
  • Using foresight: developing scenarios and preparing current decisions for long-term transformations.

These skills enable participants to move beyond a sector-specific approach to sustainability and develop an integrated capacity for planning, decision-making and transformation.
